Where could have the Null Votes go

Over the past few days, I've been hearing it on the news that there were at least 3 million votes that were considered to be NULL for the Vice President position (1.5 million for the President Position). Meaning they were not counted because either, the voter over-shaded the ballot or did not vote for a certain position.

If that's the case, I think the campaign to inform people on how to vote especially from far provinces is not enough. This should be studied carefully so by 2013, all registered voters would have voiced their rights.
